Id put money on it that there was already someone in for the job, it was advertised and interviewed anyway to follow procedure and shortlisted
candidates had to be told something to make it sound crdeible that they werent successful.
i have seen this type of thinf=g inmy old place. Mainly when managers were propmted. It usually transpired at a later date that the successful
candididate may have put notice in after being refused promotions etc over the previous few years so instead of losing him/her they were promoted
instead. In order to avoid questions and resentment amogst other similar people who also seeked new job there was an advert placed etc anyway. You
never really know what goes on until you are involved in it.
