Removing paint off fiberglass

Right heres the problem....Some previous owner of this boat has painted the deck with Marine Enamel and has made a sh8tty job of it. Its not peeling but has been painted over the non slip areas on the deck. What we want to know is can we sand this off or strip it chemically(with what). Answers on a postcard please

what is it a secret.I need to cut back some badly painted fibreglass aswell.
