PCD is simply the stud spacing.
100mm is the distance between (Diagonally) opposite studs/holes. (on 4 studs, 5 studs is slightly more complicated.)
You can get such things as wobble bolts but I im not sure they can cope with 4mm difference. You could get them redrilled but your better off just
looking for a set of wheels with the correct PCD.
Offset is the other thing, even using wheels with the wrong PCD then adapting them, you still need to be sure the offset is correct, or close to
correct.

What wheels are they? I've seen quite a few aftermarket alloys that are drilled for both 4x100 and 4x108

^^ if I've found the right ones they look like 'multi-fit' wheels (i.e. more than one P.C.D. on each)
have you got a link to the exact ones your looking at ?

I'd don't think the 38mm offset will give you any room to sort it out with spacers - so I'd say keep looking
btw - peugeot wheels are 4x108 with a slightly bigger centre bore (you get wee spacer ring to sort that) and the offsets arn't far off on some
of them either....
