Because it's happy?

Or, to be more sensible, is it an adjustable one? If so, try tweaking the adjuster a tiny bit and see if that makes a difference.

sounds like an air leak then, check the casting for cracks and that the hose isn't perished inside the bore, they often crack in there at the end and you can't see unless you take the hose off. Also is the washer under the adjusting nut there?

sorry forgot to mention this is the second whistleing reg. you dont think the pump can be to big & stuggleing to get rid of access fuel, athough with fuel gauge on it regulates nice at 4 bar
