Help with resetup Pinto Vernier pulley

Hi mates, I would like ask for help with this vernier pulley:



I tried resetup it but without success .-( I couldnīt turn with this although I loosen all screw!!! I dont know how much I could use the power - I tried help a littel wiht screw driver like crowbar... but wihout effect - belt is down when I manipulated with this...

Questions:

1. Are you have belt down with resetup it?
2. How much power you must use for resetup it?
3. Any idea what I could do with it?

Edited to add: you do realise that you need to turn the camshaft for fine tuning once the pulleys etc are in the correct place?

Ok thanks... sorry for my english but the problem is elsewhere...

Engine is running good. Timing is due camshaft (FR33) - but I have problem that I could turn with pulley parts among themselves with (blue parts agains black) ...
I released all bolts but withou effect ... I try use row power but without effect... I dont know how much rgross I could use...or if is there some trick .-)

will it come apart if you take the bolts out completly ?

No, I did it ...but not happened... all bolts were out, I tired turn parts among togeather but withou success .-(
