How flat (horizontal) should they be at full throttle on webber 45s?

I would have thought any butterflies should be parallel to the bore at full throttle, offering the least possible resistance.

Definately as above, full throttle = fully open.

Bugger!

The spindle should have an arm that fits the casing at full throttle.
