weber 40's rich idle

Two litre pinto running fr32 cam.Checked float height.pump is standard one on engine,blown out all jets.Idle jets 45 f4.Problem is worse with 45 f9.Ignition is aldon ignitor in aldon distributor running 12 degrees advance.Compression check ok.cam timing ok.Any ideas what i can do

Might sound sill but the chokes not stuck on?

Good point -- seen it a few times the cold start enrichment plungers can stick.
