14000 + redline
Go for it
You can always upgrade later.

My only new bike ever was a 1996 ZX6R and was just awesome.

My old RF900 Suzuki only had a cllaimed BHP of 118bhp and my Rush could never classed a slow.

Only thing to consider is the max power rpm is referenced for the noise limits.

If have to go through the SVA/IVA test pre cat engines may a good starting point the go newer better later.

The power comes in too high up th rev range, about 8,000, driving in town you'd get through clutches at an alarming rate.

You need some low down grunt for a car, so you dont have to set off at 8K revs, I'd agree with 900cc minimum.

BHP sells engines, Torque wins races.

It may be rated at 108 bhp but will have no torque to speak of

Powerful enough for what?

It'll be powerful enough to give you one helluva lot of fun. You'll need to keep it screaming, so lots of fun there as well. You can then blow it up while you look around for something else.

There's a GSX-R750 car out there that seems to be quite quick, I don't believe there are too many people who'd think that was a great engine choice either
