zx9r carb jammed

i've got a set of zx9r carbs, with TPS, and on the 4th carb (furthest from the TPS sensor) the butterfly spindle is jammed. as far as i can see its on the end of the carb (ie not the side where the linkage joins the 3rd carb, if that makes sense)

how do i get the little end cap off to look inside, and is it reusable again? do i need to put one on if i can't reuse it?

whats likely to be the reason for it being jammed?

well, its been sprayed with all manner of things, WD40, 3 in 1 oil, and now wynns carb cleaner. its freed up a little, leaving it to soak over night in wd40 now, i'll have another go at it tomorrow. looks like it may just be varnished up from sitting for a while. i'm not sure how loose it should be though. it can't be turned by hand yet though, so still too tight i guess?
