Standard Ford Carb Tuning

Can anyone help me with the best way to tune a Weber 84HF? I don't want to do too much to the engine/carb's before IVA but the engine is running very rich. Is it as easy as screwing the mixture screw all the way in and then out a number of turns etc. does anyone know?
