IVA Emmissions testing

Can anyone shed some light here?

Has the CAT requirement moved from 1995 to 1992?

I have a 1994 Silver top Zetec.

Checking page 8 / 14 of the 02B chart
of the IVA manual im still not clear.

Am I being daft?
