Help with resetup Pinto Vernier pulley

Hi mates, I would like ask for help with this vernier pulley:

I tried resetup it but without success .-( I couldn´t turn with this although I loosen all screw!!! I dont know how much I could use the power - I tried help a littel wiht screw driver like crowbar... but wihout effect - belt is down when I manipulated with this...

Questions:

1. Are you have belt down with resetup it?
2. How much power you must use for resetup it?
3. Any idea what I could do with it?

Thank you very much for any answer.

Regards,

Petr

burton power cam fitting instructions page

Edited to add: you do realise that you need to turn the camshaft for fine tuning once the pulleys etc are in the correct place?
