Surely the best way to find out is to time the cam and work it out from there? Would have thought it a good idea to just guess and doubt if any offset
key would be the "standard" one to use with any given cam? You may even find a standard key is correct ?, unlikely I know

The dowel you need depends on exactly how your specific cam has been ground and the accuracy of the key-way in your pulley etc. The offset required
to time the cam in correctly on your engine will not necessarily be the same as for other engines with the same cam.
I have a BCF3 in my crossflow and IRRC I only needed a couple of degrees offset to get it timed into Kents figures.
