Does anyone know if twin master cylinder floor mounted brake pedals will pass SVA?

Yes as long as the brake balance front to rear is set up correctly.
Do you have to lock the balance bar in any way?
Yes. Had to drill and fit a roll pin for mine. A real bugger when it's all fitted
Or cover it with a non-removable (ie rivetted in my case) cover so that the bias bar cannot be adjusted.
Mine passed OK with floor mounts and balance bar, locked with a nut and scroll pin as previously mentioned. Worth adding that my SVA centre ( Leighton
Buzzard) were not prepared to allow me to drill the balance bar on-site - apparently some centres have allowed adjustment on-site then drill the bar
through and pin it. I had to present with the balance set and the bar locked. I had put some M12 washers in the toolbox on the basis that they might
have let me knock the pin out and space the balance bar further 'front', then put it all back and re-insert the pin if things were marginal
on test - but in the end all was OK.

You'll also need some form of anti-slip material on the pedals themselves. Griptape (the stuff skateboarders use on their decks) is a popular choice and is available from skate/surf shops.
Yes, guess I should have been specific. The bar didn't need locking so that there was no adjustment, just locked in such a way that the fronts
always lock before the rears at both extremes of adjustment.
I had some adjustment in the bar, with a pair of locknuts at the left side and a drilled nut with a scroll pin on the right. The pinned nut is the
'permanent' lock that prevents and further rearward bias.
I'll try and remember to post some photos when I am at home.
