Fret not. having looked it is from a so called "newspaper" who are notorious for winding people up.
How will they know a car exists if it is a race car and not registered?
this will sort itself out, or they may make people take a public liability cover out or something. It won't cause a big issue, if at all.
( can you tell I have been polishing my crystal balls)
