Claiming/disposing of cars parked on private land
A mate of mine is the caretaker at some apartments local to me. There's about 70-80 flats so it's quite a big site.
Someone has parked up two cars on the site. An S plate Saab convertible and a Y plate Merc. They're both tatty, probably not worth
significantly more than the scrap value. They don't show any signs of being nicked - ignitions are in-tact, no broken windows, locked, etc so I
think they've been driven there and left. There's no tax in the window on either.
They've been there for about 3 months now, obviously taking up spaces that are supposed to be for residents. The site is private property. He
put a letter on each one about 6 weeks ago saying the cars would be disposed of if they're not shifted, but the letters are still there.
The Police took the reg and chassis numbers and said they were not showing as stolen, but because they're not they cannot do anything about
them.
He's asked me to help, but I've no idea what to do about them. Ideally we'd obtain ownership and either sell them as is or break
them up for parts, but if that can't happen we could scrap them. But, how to do we go about doing that without any repercussions in the future
if the owner turns up to claim them?
Any suggestions people?

Apply for the V5s, if the registered owners want them, you soon get a call from the DVLA!

when i asked a similar question (seeing a car that looked abandoned that i wanted lol) i was told that was fraud and theft...
are the police not interested in them not being taxed and presumably not being declared sorn?
if its private land, can they not be 'moved' onto a proper road for removal?

If they aren't taxed call the DVLA, if the cars haven't been sorned then they will come and tow them away for crushing. If they are sorned
tow them onto the public highway and then call the DVLA and they will come and tow them away for crushing.

I've been told otherwise by the DVLA, although they did note that "registered keeper" is not "legal owner"
However you could claim them as costs for keeping them there..

I had that once, I put a rope on the car and dragged it out to the public road and left it parked there, its surprising how quickly the owners notice
a council disposal notice on the windscreen!
You just need a friend with a 4x4 or some casters and a few mates.

is not now an offence to not have a vehicle insured, even if sorn, on private land etc ??

That car is back on the road now... Seen it parked up in kempock street yesterday.

Many years ago, when I lived in a block of flats, I left my old car parked up for several months before I got round to selling it. I was entitled to a
parking space. I would not have seen a notice on the screen, as my walking route to/from the flat did not pass the parking place. I would have been
pretty pissed off if someone had 'claimed' it as abandoned even after 6 months. I would have said your mate should check with DVLA for the
registered owner, or put a note through the letterbox of each resident who is entitled to park there, stating he will remove it in a month if they
don't let him know otherwise, and even then give it a month or so before moving them. At least then he will have shown thet he made reasonable
efforts to locate the owner. Usually a block of flats will have a residents commitee, and theres a good chance they will know who owns them (since
those coommittees are usually made up of all the old busybodies with nowt else to do except look out to see whats going on). They certainly let me
know soon enough when mine was broken into.

If it belonged to someone there, the chances are that my mate would know. He's the caretaker and has been for years so he knows everyone that
lives there. It's pretty certain that if they belonged to anyone there he'd know about it within 3 months.
But yes, I think a letter to every resident would be a prudent step before disposing of the cars.
The only problem with moving them is that they're both auto's so will be in park. I guess we'd need some way of lifting the wheels
off the ground.

How will you move them? IF you can't start the engine you'll need a trailer with a winch or something similar to get them onto the
trailer. If he's just getting them out of the way/to a scrappies then you could break in and take the handbrake off and car out of park. If not,
pump the tyres up really hard and spray some water on the ground (both will reduce grip a bit ) then just winch them onto your trailer.

land rover and a rope on to the middle of the main road. the council/police will do the rest and bill the owner accordingly.
