Yes you need one to stop you snaping the cable etc.. Nut welded on bulkhead behind the pedal and a long bolt and lock nut works well..

I used a long coach bolt with a nut either side of the bulk head. Coach bolts have a nice big domed face instead of a smaller hex head.
Isn't that what the floor is for?
My old Camry's clutch pedal went all the way to the floor - which meant if the floor mat slid up underneath the pedal, you couldn't start
the car!! Thinking back on it now, it probably had an adjuster.
Being a bit of a short-arse and also having a simple 'bench' seat I think my pedals are a little too far away from the bulkhead for the
'bolt adjuster option'.
Any alternative suggestions?

Looks a bit untidy, and was how I did mine - piece of steel wire bolted to top of pedal and to throttle pedal bracket. Nice and cheap, adjustable,
just didn't look much.
