I can only think of aerating or providing drainage to a field.

I'd suggest it's a soil aerator for fields.
However the ones I've seen before have thinner more "blade" like prongs to slice deeply into the ground. The one in your photo appears
to have more "foot" like prongs, which I'd have thought would impede there penetration into the soil.
