Headlight marking

Another IVA clarification if possible folks... I'm using my donor MX5 headlight units (halogen H4 bulbs in a Lucas style unit). I can see that the only E mark it has is E9, which suggests Spanish origin. I assume they've been made for a RHD car because the donor was able to pass an MOT.

Coming to the IVA, I can't find any reference to whether an E mark is required for standard headlamps, only that the beam pattern is as described. Have I understood it correctly?

Lastly, this is what is stamped on the glass, does anyone know what any of it means;

PL 02 A 00 HC/R 12.5 (E9) 6310 NS-2232

It's the centre E mark that I understand means a Spanish approval, and the H is halogen. Both left and right have the same numbers, there's no variation between the two.
