Engine Management Light

Can anyone help, again!
I'm having electrical issues with my VW T4 2.5 TDi. I've asked on the T4 forum but they're not very technical and you only seem to get replies to questions about shiny parts.
Basically I did a scan with VCDS Lite and it brought up a few faults that I'm working on but as a result I noticed that the engine management light doesn't come on when the ignition is first turned which it should for a few seconds and will fail it's MOT I guess if it doesn't.
I've stripped the clocks and the lights are surface mounted diodes. I've put a volt meter on one of the permanently lit ones and it registers, so I did the same on the engine light and switched the ignition on and there's nothing. No voltage, no current. Can anyone advise where to look next?
Is it operated by the ECU or something else?

I didn t think the EML was an mot failure, just airbag and abs lights that were

(i could be wrong though!)

Ah right. It was my understanding that if a warning light exists then it must work. My mistake hopefully.

Airbag and ABS only as they are safety critical, although I would dispute ABS if the brakes work.
Brake resoviour light must work, usualy usualy tested with the handbrake.
Tester will not no the warning light sequence of all vehicles, some show all lights on start up some don't.

Hurray! Just to get rid of the airbag light then. I would like to get the engine light working though.

ETA Thanks by the way. I've been frequenting another forum a bit and it just makes you appreciate LCB all the more!
