Which way round should the m/cylinders be

Help!!!!!! We are building up the brake system with 2 master cylinders, 1x5/8" 1x3/4"; pedal bias bar; Cortina uprights; Cortina rear axle with 8" drums. The question is which m/c should go to the front? We are getting conflicting info here from various sources, any ideas and definitive answers would be very welcome !!
