Can't even Imagine the legal/aviation Jurisdiction that will allow that into the air.

Same as any plane, take to the relevant authorities and they will test it for you. If it passes you can fly it

Far easier in the US though - it would probably be Experimental-exhibition certified.

I saw a replica Spitfire being built and thought that was impressive but a scale B-17 would be a real labour of love!
