would i be able to fit a set of 195/55/15 under a set of 9and a half rear cycle wings useing a capri axle

Probably. But it also depends on the wheel offset, and the width of the chassis.....

Pretty sure you'll need some spacers on the back. whats the offset on the wheels.

I've got a Capri axle, 6x13 ET18 wheels with 185/70/13 tyres in 10.5" arches, they fit fine on a book chassis. you could probably workout what else will fit inside your arches from this.
