It probably originated here in Scotland with an XFS plate on it.
*FS is historically edinburgh, but for Q plates, I think it possibly covers if not the whole country, a wider area than that.

I believe that Q plates follow a similar regime. A lot of Luegos were registered Peterborough and have AV on their plates, even the Q plate ones.
So its reasonable to assume that its Edinburgh.
1. The point of a journey is not to arrive.
2. Never take life seriously. Nobody gets out alive anyway.
