Weber40's vent on top?

Hi

Refurbishing my newly acquired webers from ebay, i've noticed the round top bit with the butterfly screw has a gasket that raises the cap to allow for air flow. looking through most build dairies nbody seems to have/use this setup. can anyone exlain the advantage or disadvantage of this little gasket. The carbs are for a pinto 2.0ltr.

I don't know about other people, but my webers came with a castelated type thing rather than a gaskets.

Sorry its just me calling it a gasket...wrog term. do u know of any advantage etc.?
