Lights fixing problem

Well I have these fixings included with my lights and I think that I have to unscrew the hex end (on the left) from the threaded bolt to allow it to fit through the fixing to the bodywork. This appears to be reinforced by having a phillips slot on the bulbous end. But they're very tight and despite a bit of WD40, won't budge. Any more twisting force is likely to strip the phillips slots and then I'm well and truly bu**ered!

Any help gratefully received.
