help needed on throttle cable

got new throttle got BUT the complete cable is moving the outer and inner should this be

A somewhat fuller techical description plus photos of the cable attachments at each end if possible would help a lot

Surely the outer cable should be anchored at each end (or effectively sandwiched between two points) so It cant move?
