Easiest way is a Mag drill with appropriate cutter. I have the Mag Drill but not a 51mm cutter which is very expensive mine stop at 48mm and I am a long way from you I suspect.

I cut a few 2" holes in 6mm steel with a holesaw. I cut a hole through some plywood first and clamped it to the steel to stop it from wandering oversize and the wood also helped contain a puddle of cutting fluid. Nice and slow with good quality holesaw.

Why not try a local engineering firm or someone helpful on here with a lathe, a 4 jaw chuck and a boring bar.

Just use a good hole saw you be surprised how easy it is, lots of lube and as slow as the drill will go.

I'll second that for starrett. We regularly use these hole saws to cut anywhere from 3mm to 25mm steel. Just remember that you need an A2 arbor for 51mm.

If it is only to weld in an exhaust tube a plasma cutter will do the job.

Ditto. Use anything else that size, and you risk it shattering, going blunt, or giving you a 55mm hole!

Get a quality cutter. The cheap ones are cheap for a reason.
