Power steering ??

Hi Guys, need a bit of advice.
My donor vehicle had power steering. Now I dont think Im going to need power steering on a super light kit car, so my question is..
Can you use a power steering rack with out the hydraulic power system? or will it destroy itself internally?

We have used power racks (cheaper option than quick rack) on our grasstrack cars without the pump with no problems, as long as you have a little fluid left in it for lube and it needs to be able to breathe. How ever if your taking your car for either IVA or an MOT it could be argued that the system is incomplete/inoperable and may fail because of it, bit like the argument about busses being tested with out the windscreen... So do you spend £90 on the correct manual rack or spend the cost of an IVA/MOT retest plus the cost of the rack?
