Video Delay Help

I'm looking for a way to display a video feed from a camera/smart phone to a large screen adjacent to the camera.
Only problem is I need a delay of approx 5 seconds. Not really interested in recording just displaying the feed with a delay.

I'm searching now but not really having much luck, don't really want to spend much money either really as I have cameras and smartphones available. Anyone have any ideas. Seems like something that should be easier to do?!?

....and no before anyone asks its not for bedroom pursuits.

Think Ive found a way to do it with some free software called Kinovea. Thanks guys but that link is Mac only.
