Another Harness Mount Question

My lap belt mountings were fitted by a previous owner. and were just an eye bolt bolted through the chassis into a proper threaded backplate.

I think i know the answer to this already, but worth checking... Should a crush tube be welded into the chassis tube before refitting the eye bolts?
