What we used to do was use a cat for SVA but we didn't have to use it for MOT because the rules for Q plates was just a visible smoke check. In
Northern
Ireland that has changed they now require a cat at MOT.

Sorry, I had a wee look at the regs I linked to and the years don't match up with the years at SVA. I'm unsure why - I thought there was a pre 1995 date not mentioned in the NI MOT regs.
